
New study shows: Public sector workers want change – but existing structures are holding them back
Bonn, 17 July 2026 – According to the 2026 Specialist and Manager Barometer (FUFBA) published by the dbb akademie, a heavy workload, red tape and a lack of appreciation are part of everyday working life for many public sector employees. Yet the new study shows that a willingness to embrace change does exist. However, rigid structures and a lack of scope for action prevent this willingness from actually having an impact in day-to-day working life. Structural pressures require concrete solutions
1,012 specialists and managers took part in the in-depth survey. More than one in two specialist staff cited a high workload and intense work pressure as a key source of stress. 45.1 per cent pointed to high levels of red tape and lengthy coordination processes, whilst 42.3 per cent cited a lack of recognition and appreciation.

Further training as a factor in motivation and retention
The study also highlights the importance of professional development. 76.9 per cent of specialist staff and 72.4 per cent of managers state that further training has a high to very high influence on their loyalty to their employer. Respondents regard acquiring new qualifications as a key factor in better addressing challenges relating to work processes, communication, collaboration and leadership.
